Where can I find a sit and go tournament with a relatively low buy in and a relaxed atmosphere??

Stratosphere. Low buy-in, friendly dealers, players are okay but not great so you have a decent chance to win. Excellent drink service for the Poker room. Believe it or not, the come around to the Poker room about every 10 minutes. I know the Strat would not be my first choice for most things, but for beginner in Hold%26#39;em it is perfect.

I would suggest MGM or possibly the Mirage. I really dislike sit n Go%26#39;s- because it is basically an all-in fest. I perfer the $100+ tournaments at Bellagio, Venetian, Wynn, MGM, and Caesars more. They give you a lot of chips and the payout to the players is much better.
